The Keystone AgTech Alliance is a Commonwealth wide, public private collaboration designed to accelerate the deployment of agricultural technology in Pennsylvania by aligning farmers, research institutions, private industry, and state government into a coordinated innovation ecosystem.

The Keystone AgTech Alliance (KATA) is a collaborative partnership between Penn State University, the Pennsylvania Department of Agriculture (PDA), the Pennsylvania Department of Community and Economic Development (DCED), Team Pennsylvania (TeamPA), and the Robotics Factory designed to accelerate the innovation and adoption of cutting-edge agricultural technologies. By uniting research, scaling and de-risking opportunities and facilities, advanced manufacturing, and state investment, KATA creates a stakeholder-centered ecosystem that tests and scales solutions in robotics, artificial intelligence, and precision agriculture, just to name a few. With Penn State and the TALiS initiative serving as a core anchor, KATA will provide both a front door and proving ground for these technologies, ensuring that every innovation is driven by producer input and directly improves the profitability, sustainability, and resilience of Pennsylvania's farms.

A Statewide Platform to Advance Agricultural Innovation, Competitiveness, and Farm Viability 

The Alliance provides a clear, low-risk framework for collaboration that strengthens Pennsylvania agriculture, supports economic growth, and improves government efficiency without creating new statutory entities, regulatory authority, or duplicative programs.

 Pennsylvania agriculture is economically vital, regionally diverse, and increasingly challenged by labor shortages, climate variability, rising costs, and global competition. At the same time, the Commonwealth possesses exceptional assets: world-class research and Extension infrastructure, strong commodity organizations, advanced manufacturing capacity, and a growing ag-technology sector. The Keystone AgTech Alliance exists to connect these assets into a functional, producer-centered system that moves innovation efficiently from concept to deployment.

Mission

To accelerate agricultural innovation across Pennsylvania by coordinating research, private industry, and farmer adoption in ways that strengthen farm profitability, enhance environmental sustainability, and position the Commonwealth as a national leader in agricultural technology deployment.

Lead Partners

  • Penn State University: Acts as a neutral convener and technical backbone, providing research expertise, testbeds, Extension networks, workforce development, and global scanning to translate innovation into practice.
  • Pennsylvania Department of Agriculture (PDA): Aligns policy, legislation, and investment with direct producer and industry feedback; strengthens grant and incentive impact; helps attract ag-technology activity to the Commonwealth.
  • Pennsylvania Department of Community and Economic Development (DCED): Ensures Pennsylvania is a premier state to do business—driving innovation across a diverse mix of industry clusters, cultivating a resilient economy, and investing in our people and communities.
  • Team PA: Serves as a trusted intermediary to engage industry, catalyze demonstration projects, and blend public, private, and philanthropic capital around market-driven opportunities.
  • Robotics Factory: Provides a founder-focused robotics accelerator program helping early-stage startups turn prototypes into scalable, production-ready solutions.

The Alliance Is
