Rachel has been with the University full-time since March 1989 (with the college since September 1990). Rachel manages the daily operations of the Office for Research and Graduate Education. Currently, she handles specialized projects regarding proposals and awards, graduate education, benchmarking with peer institutions, etc to determine trends, success, and/or activity at the university, college, and/or departmental levels. In addition, Rachel manages the planning and reporting of the Animal Health, Hatch, Multi-State, and State appropriated funds and Special Grant Agricultural Experiment Station projects. She also coordinates the collection of information, assists in writing, and compiles the Federal Plan-of-Work and subsequent Annual Reports of Accomplishments and Results for the College's Research and Extension Programs. In addition, she has created and manages the Extension Program Activity System (EPAS) to capture information on participants, contacts, outcomes, and outputs resulting from Extension programs for federal reporting.
Rachel also oversees the budgetary and human resources processes for three Research and Extension Centers across Pennsylvania (North East, Biglerville, and Landisville), the USDA Pasture Systems and Watershed Management, and special USDA funds administered by the office. Rachel manages the college's Invention Disclosures portfolio. Lastly, she serves as the College's Accountable Property Office and approves and manages all Federal Excess Property obtained for the college.
