Carroll received his bachelor's and master's degrees in plant science and plant pathology from Penn State in 1971 and 1973, respectively. He is the president of several companies in Berks County, including Giorgi Mushroom Co., Giorgi Fresh Co., Ontelaunee Farms Inc. and Donna Bella Farms Inc. Carroll began at Giorgi Mushroom Co. in 1986, becoming general manager in 1988 and president in 1989.

During Carroll's time as a graduate student at Penn State, he worked with his advisor, Lee Schisler, to develop a delayed release supplement, which increased mushroom crop yields significantly. The supplement is added when mushroom beds are planted but does not become available until the optimum point in the growth cycle, thus stimulating mushroom yields. This technology, patented and licensed by Penn State, is used globally to improve mushroom production and has generated the highest intellectual property revenue in Penn State history.

Carroll has maintained strong ties to Penn State. He has served on several advisory committees, including the Mushroom Endowment Committee. He also chairs the Giorgi Mushroom Research Grant program. He has served since 1990 on the board of the American Mushroom Institute, including a term as chairman, and serves on the Mushroom Council, the industry's marketing board.

Currently, Carroll is president of the Jeremy Carroll Foundation, an organization that honors his late son by awarding college scholarships to local high school graduates. It also supports the Muscular Dystrophy Association, the Children's Home of Reading and other local charities.

Carroll and his wife, Anne, live in Berks County.
