Second preference shall be given to students whose home address of record is located within one of the following south central counties of Pennsylvania: Adams, Bedford, Blair, Cambria, Centre, Chester, Cumberland, Dauphin Franklin, Fulton, Huntingdon, Juniata, Lancaster, Lebanon, Mifflin, Perry, Somerset, and York. Consideration for scholarships shall be given to undergraduate students enrolled or planning to enroll in the College of Agricultural Sciences, or successor academic unit, who are participating in Raise.me, the Pathway to Success Summer Start Program ("PaSSS"), the Student Transitional Experiences Program ("STEP"), or Complete Penn State, or successor or additional programs created by the University under its Access and Affordability Pilot Programs. If no eligible students for the above-mentioned programs are identified in a particular academic year, then this endowment shall be used for scholarship support for undergraduate students enrolled or planning to enroll in the College of Agricultural Sciences, or successor academic unit, who have a demonstrated financial need for funds to meet their necessary college expenses.
