College of Agricultural Sciences policy requiring pre-approval of certain staff travel with links to the forms.

In order to ensure compliance with the Fair Labor Standards Act (FLSA) regarding payment of overtime, the College will be implementing a process for advanced approval for all non-exempt staff travel that could even possibly result in the employee working more than 40 hours in a week. Interstate and international travel should generally be regarded as not permissible for non-exempt staff in the absence of an approved justification.

In addition, all staff travel (exempt and non-exempt) associated with professional development conferences external to the University as well as staff participation on embedded trips will require advanced approval to ensure appropriateness and reasonableness of the travel.

Justification for staff travel to professional development conferences would include presentations and/or significant leadership roles.

This policy is not intended to inhibit staff attendance at meetings where staff manage registration and other organizational details, such as at extension or research conferences organized by the College. Nor is the policy intended to include Extension staff people with titles such as Extension Educators who are essentially acting in teaching academic or academic administrator roles.

All requests for exemptions and approvals should be sent at least 4 weeks in advance of the proposed travel to Lesley Maalouf, Financial Officer, College of Agricultural Sciences, via e­ mail at lzm6@psu.edu utilizing one of the following forms:
